VPK Voucher

Our preschool program serves children from age 1, providing high-quality early education in Homestead/Florida City. We foster academic, physical, emotional, and social development through interactive, engaging experiences. Our approach combines structured, teacher-guided lessons with open play, working collaboratively with parents to support each child’s growth and learning.

What is VPK?

FLOTA, Inc.’s free Voluntary Prekindergarten (VPK) program, funded by the Early Learning Coalition (ELC), prepares 4-year-olds for kindergarten with 540 hours of high-quality instruction focused on early literacy, social development, and school readiness. Our small class sizes (maximum 20 students, 1:11 teacher-student ratio) ensure personalized attention from experienced educators.


Enrollment

Obtain a Certificate of Eligibility

  • After submitting the required documents and registering with the Early Learning Coalition (ELC), you will receive a Certificate of Eligibility.
  • Online applicants will receive a PDF via email.
  • In-person applicants will receive two hard copies (yellow and white).

Select and Enroll in a VPK Program

  • Choose a VPK provider from the list provided by your ELC office or the Office of Early Learning website.
  • Ensure the program is the right fit, as enrollment can only be completed once.
  • Submit the yellow copy of your certificate to the provider and keep the white copy for your records.
  • If received via email, you may forward the PDF to your selected provider.


Curriculum

  • Focuses on literacy (reading & writing) and social skills to prepare children for kindergarten.
  • Follows Department of Education guidelines with an emphasis on early literacy.
  • Maintains small class sizes (maximum 20 students) for quality education.
  • Low teacher-to-student ratio (1:11) ensures personalized attention.
  • Includes engaging activities and homework assignments to build responsibility.

How to Register?

1) Register with the ELC  https://www.elcmdm.orgYou will need your child’s social security number. The ELC has only two eligibility requirements for registration with the free VPK program:

  • Proof of child’s age in the form of a birth certificate, Florida certification Immunization records, military ID or passport
  • Proof of Florida residency – which must match the address of where the child resides and the address on the application – in the form of a current Florida driver’s license, current Florida state ID, mortgage statement, lease agreement, recent utility bill, vehicle registration, paycheck stub, tax return

Ways to Register?

  • Online- you will need a working email address and PDF scan of the required documents.
  • During walk-in hours at one of their offices- you will need copies of these documents, as you will not receive them back after the registration. They will make copies for you at their office, however if you do it beforehand it helps to speed up the process.
